You can apply for a CEPC Residents Parking Permit if you are a relevant property’s lessee or resident. Permits are issued at the discretion of the CEPC and tenants may only be eligible where a lessee does not already have a permit issued to them.
You need to show us or submit on-line:
- proof of residency (e.g. a completion statement, tenancy agreement, utility or Council Tax bill)
- V5 document for each vehicle you want to register on the permit
- your contact details
- acceptance of the permit Terms & Conditions
We do need to see the relevant documentation for vehicles to be registered on a permit.

It is not possible to register on a Resident Permit any vans, commercial vehicles, camper vans, trailers or cars with prominent advertising displays on them.
Let the CEPC know if you want to remove or add a vehicle or vehicles to your existing permit(s). You will need to return any old permits and provide the necessary documents relating to the new vehicles. Please note additional vehicles (up to the maximum of six at one time) can be added to a permit, in which case the permit will need to be re-issued and the old one returned.
There is an administration fee to re-issue a permit when changing car details.
Parking permits must be prominently displayed in your vehicle’s front windscreen, in a way that allows all parts of the permit to be easily read from outside the vehicle. If the details on your permit cannot be read, this is a breach of the Parking Regulations and the penalties therein may be applied.
If your property has a garage and is located in a terrace or mews where on-street parking is not permitted, we may issue an Identification Permit which allows CEPC staff to identify the vehicle as belonging to a resident. Identification Permits do not authorise you to park on Commission managed roadways, except in accordance with the Parking Regulations.
Permits are not usually issued for properties which front onto roadways maintained by City of Westminster or Camden and where the Commission does not manage parking on the roadway, e.g. Albany Street or Park Road.
Residents can purchase scratch-card Visitors Permits for their visitors to use. They are available in 2hr and 5 hr formats and are only valid for the purchasing resident’s visitors to park in their terrace roadway. Once issued, Visitors Permits are identifiable to an individual resident and are not transferable to other residents or users. They may only be used in the resident’s relevant terrace roadway and not in other terrace roadways.
Permits must be returned to the Commission when you move away from the estate or if a replacement/updated permit is to be issued.
You can apply for a replacement permit if you have lost the original one. There is an administration fee for new one or if you want change of car details.
The Pay and Display parking bays on the Outer Circle are controlled by The Royal Parks (not the Commission) and are only for non-commercial vehicles. You can park there free between 18:30 and midnight. Parking is not permitted between midnight and 09:00 the following morning. Commission permits are not valid in Pay and Display parking bays.
No, as per the Parking Regulations, there are no guaranteed parking spaces on the Commission’s managed roadways.
Disabled badge holders must display a valid CEPC parking permit at all times.
